Iliad 24.40 - is this a dative of possession?

οὔτ᾽ ἂρ φρένες εἰσὶν ἐναίσιμοι οὔτε νόημα
γναμπτὸν ἐνὶ στήθεσσι, λέων δ᾽ ὣς ἄγρια οἶδεν...

Taking it as a dative of possession, my translation is:

'who does not have just thoughts (or: a just mind), nor does he have a placable purpose (or: a purpose able to be bent) within his breast.'

^is this correct? thanks in advance :)
