Why οὖσαν here instead of ὄντα?

Because it agrees with Λάμψακον, which is feminine.

Maybe part of your confusion is due to σύμμάχον looking masculine. That's because it's a compound adjective, and compound adjectives decline as masculine also when they modify feminine nouns.

Do all compound adjectives decline as masculine?

As a rule, compound adjectives only have masculine forms that work as both masculine and feminine on the one hand, and neuter forms on the other, but no specifically feminine forms.
