ἐν ᾦ δὲ πληροῦσι τὰς ὑδρίας,

ἄγγελος προσχωρεῖ.

Is in this sentence a dependent clause?

the "en" to which word refers to?

i know that the "omega" can be a realtive pronoun dative singular

but my text book says that "en w" means: while

so is the "omega" in this text a relative pronoun or if not what is it?

Yes, ᾦ is a relative pronoun.

ἐν ᾦ means literally something like "in [that] which", but it translates to "while" in this context.
