I'm just trying to get clarification on what would be the correct way to write this in Latin. I've seen it written three ways (perhaps all three are correct?):

amicus verus rara avis

amicus verus est rara avis

amicus verus rara avis est

All three are correct.

For what it's worth, when I read your thread title, the translation that sprang to my mind was rara avis est verus amicus, so you've got one more option. This one puts more emphasis on the idea of rareness by putting rara avis first.
