I am scanning it as:

Post idem | inter |sē ‖ posi|tō cer|tāmine |rēgēs

but if it is idem reges, shouldn't it be īdem?

It is īdem. You forgot the elision between the second syllable of that word and the first of inter.

post i-/d(em) in-ter / se || po-si/to cer-/ta-mi-ne / re-ges
