Sī sine pāce tuā atque invītō nūmine Trōēs
Ītaliam petiēre, luant peccāta neque illōs
iūveris auxiliō; sīn tot respōnsa secūtī,

Shouldn't it be iūverīs, a prohibitive subjunctive? The only way I can make it scan is to make the i short.

I would take it as perfect subjunctive. The difference in the length of the i in the perfect subjunctive vs. future perfect often doesn't really hold in practice.
