The meaning is clear, but I can't figure out how the grammar is supposed to work. Any ideas?

What is it in the grammar that you don't understand? Do you need a word-for-word translation of praedae loco Parthinos habuerat? If yes, it is "he had had the Parthinians in the place (function) of booty" (i.e. he had treated them like booty, had plundered their city or the like).
