Floreat ______

Seen a couple of two-word “Floreat _____” mottos recently.

“Floreat Lindum” in Lincoln, and
“Floreat Vapor” on the side of a railway locomotive.

I believe it’s taken to mean:

“May (subject) flourish”,

and is it always correct to use the Nominative ending for the subject in these clauses?
