Here's the context of the translation I would like some help with. In the book I am working on, visitors from another world have crashed in Scandinavia in the year 1099 ad. Surviving by trading with the locals, they are given a stolen bible in payment for the forging of a weapon. Using their technology and intellect they decipher the text and are fascinated by the images, but have misgivings about the content and the future of humankind. One of the visitors speaks the following phrase, extrapolating from the language of the book:

'He who was in the heavens shall be punished on Earth’

My question is - what would that look like in the Latin?
