I've noticed that there are some numbers on the side of the pages (a few lines, at least), does anyone know what they are for?

They are for reference.
Latin texts are often divided into books, chapters, and shorter sections (lines or sentences or a bit more, depending), each of those things being given a number. In your attachment, the numbers that are in a larger font (17 and 103) are chapter numbers, and smaller ones are ones of shorter sections.

What chapter is that from? As P. says they refer to the conventional divisions of the Latin text as named in square brackets at the start of the extract. They appear to jump about a bit as Oeberg skips pieces on account of difficulty or tediousness.
