Ah. Well, if your edition has cultus rather than cultu, anyway, the editor was obviously interpreting things differently.
I think I would interpret cultus as a second subject of tenet, but that feels less natural than the cultu version. I would interpret the ut clauses in the same way with cultus as with cultu (i.e. I would take them as depending directly on cultus rather than on some omitted efficiebat or so).
That's without taking punctuation into account, since I haven't seen it.
