My confusion over the Passive Perfect Tense

One thing I find strange in Latin is the formation of the passive perfect tense.

Regina amata est does not mean the queen is loved but, instead, it means the queen was loved or has been loved.

So how do you say the queen is loved? Can you use amata again (which would be confusing) or do you have to find an adjective for loved, for example regina cara est? And what is there is no obvious adjective?

I feel I ought to understand this, but I don't.
