Proximique sunt Germanis,
And They are nearest to the Germans,
Germanis must be dative and mean “to the Germans”, but I can’t find how this works. It seems “to the Germans “ should be ad Germanos. (Even though ad means “to or toward” not “to “ in this sense”)
I could not get find this usage of dative in my text or on the internet.

The dative is used in combination with some adjectives, like propinquus ("close (to...)") and similis ("similar (to...)").

Btw. you can construct proximus with a preposition, but it would be a(b) + ablative.
