(the two differ just in the word order, depending what you find more pleasing, both word order use so called chiasm where either in the first one the commands 'respect' and 'create' are on the beginning and at the end of the phrase - "past" and "future" next to each other; in the second one it's vice-versa )

A suggested tweak of the idea:
praeterita considerans forma futura.
Considering what has happened, shape what is to come.
Reasons: 1. All of the past is not respectable. 2. Creating the future is less feasible than shaping it.
But you may prefer the sharpness of the original, assuming a prudential reading.
