There must be many ways to say this, and it's hard to say which is "best", especially without any context, but here are some options:
Inclamare, with the acc. of the person or more rarely with the dat., can mean both to shout to someone to call them over or so, and to shout at someone when angry.
The simple verb clamare can also be used with the dative of the person.
When you're angry, you can also increpare someone, meaning to reproach or upbraid them. Even though this verb is etymologically related to the idea of noise, its figurative meaning has probably obscured that a little, so if you want to make it clear that you're upbraiding someone with shouts, I guess you can say magno clamore increpare or something along those lines.
