The author of a certain latin sentence

Good evening, I could really use the assistance of the boards members in identifying, tracking the creator (author) of the following latin law sentence: Accipere quid ut iustitiam facias, non est tam accipere, quam extorquere. In english: "to accept anything as a reward, is not accepting but extorting". Who said it first?

I looked it up on Google Books and I got these results:

As you can see in these two books from 1880 and 1878 respectively, "Lofft, 72" is cited as the authority. Lofft stands for "Lofft's Reports, Appendix". This book seems to be a legal work written by one man called Capel Lofft:

This is all I've been able to find so far. Notice how none of it required knowing any Latin.

Note that it's a bit more specific than that: "To accept anything in order that you might do justice", i.e. as a bribe/reward (ahead of time, though) for doing justice.

The thing that bothered in the first place is that at first I've thought that Cape Lofft was not the originator of these words but only a translator from latin to english. Again thanks for clearing that up and getting me back on track!
