Consilii optime facti sunt a muribus et hominibus saepe malefaciunt

(Plans having been best made by mice and men often malfunction)

Drop the sunt, change malefaciunt (techincally "do wrong") to errant ("go astray") and perhaps place optime facti after hominibus, and I think you have something here.
