Simply because it does not mean "probably".
It means "in a credible manner" or "in a fashion worthy of approval", so an adverb of manner not a modal adverb (if I'm not mistaken as to the grammatical terminology).
To illustrate here's the first example from Cicero in the Forcellini : "Rem breviter exponere, et probabiliter, et aperte."
It has a highly domineering legal sound to it which makes you sound really powerful; yet it also has the elegant music of Italian.
