The second line makes very little sense to me.

Qui iuvenes! Quantas ostentant, aspice, vires,
atque umbrata gerunt civili tempora quercu!

They bear (i.e. have) temples (as in the part of the head) shadowed with civil oak (i.e. the oaken leaves of the civic crown, some kind of military award).

It's funny how the Latin and the English word for "temples" as in the head both have a homonym (tempora, "times" in Latin and "temples" as in worship-dedicated buildings in English).
