I just asked a Georgian person and it turns out it says "freedom to Tsotne". Probably Tsotne Gamsakhurdia, son of Zviad Gamsakhurdia, first president of Georgia after the breakup with the Soviets. Tsotne Gamsakhurdia was imprisoned in 2009 accused of murder, with a sentence of nine years, but was freed some three years later.
