I'm sure that the single quotes around indirect quotation are kind of annoying for experienced Latinists like yourself, but I think the author of the textbook I use just wanted to make the these details more obvious for beginners (at the expense of compositional fluidity).

my book always uses double quotation marks ("...") for direct quotes
This is really unfortunate editorial choice. He chose to include the marks as to somehow dumb it down that it is a question, even though it's reported/indirect. But the problem is that if you write it like that, it seems like direct speech... well, it's an unfortunate editorial choice for a didactic purpose. I too didn't like it. (=properly the quotations marks of course should not be there)
