Nunquam Perfectum

There's a building in my hometown (Vlaardingen, Netherlands) with this motto on it.

People keep saying that it means "Nothing is perfect" or "Nobody is perfect."

To my very limited knowledge Nobody would be Nemo and Nothing would be Nihil, whereas Nunquam means never.

I thought Nunquam Perfectum meant "never complete/done" in the sense of "our work is never done."

What am I missing here?
