I've been away from my Latin for quite a while, so I need your help to shake me out of my rustiness! This passage is from Sallust's Bellum Catilinae.

Sed postquam Antonius cum exercitu adventabat, Catilina per montis iter facere, modo ad urbem, modo Galliam vorsus castra movere, hostibus occasionem pugnandi non dare.

I can't remember whether in these instances a verb is implied, something like incepit, or whether to take this as a gerund.
